The supreme legislative and policy-making body of the Sudan People's Liberation Movement - In Opposition
The National Liberation Council (NLC) is the highest organ of the SPLM-IO. It convenes periodically to review the state of the movement, adopt policies, elect leadership, and provide strategic direction in pursuit of peace, democracy, and justice for the people of South Sudan.
Role & Composition
The NLC is composed of elected representatives from all regions and states of South Sudan, as well as representatives from the SPLM-IO's various departments and organs. It holds the authority to amend the Constitution, elect the Chairman and senior leadership, and ratify major political decisions made by the Political Bureau.
Sessions & Meetings
The NLC convenes in ordinary session at least once a year, and in extraordinary session whenever called upon by the Chairman or a majority of its members. Sessions are held in accordance with the SPLM-IO Constitution and the NLC's rules of procedure.
Key Functions
Supreme Authority
Acts as the supreme authority of the SPLM-IO between National Conventions, with power to review and ratify all major decisions of the Political Bureau.
Policy Adoption
Adopts policies, programmes, and resolutions that guide the movement's political, military, and diplomatic activities.
Leadership Election
Elects the Chairman, Deputy Chairperson, Secretary General, and other senior officials of the movement.
Constitutional Oversight
Reviews and amends the SPLM-IO Constitution as necessary to reflect the evolving needs and aspirations of the movement and the people of South Sudan.
Accountability
Holds the Political Bureau and other organs accountable for the implementation of NLC resolutions and the movement's stated objectives.
Peace & Governance
Provides guidance on the movement's engagement in peace processes, transitional governance arrangements, and national dialogue initiatives.

Review the SPLM-IO Constitution and other foundational documents that define the structure, mandate, and procedures of the National Liberation Council.
